In 1890, Lord Colin Coward was Home Secretary of England. He was also part of the Four Orders, a secret society of magic practitioners of the era. His belief in the occult and in the Order is strong, his loyalty to those whom he feels are true believers -- those who follow Sir Thomas Rotheram in public and Lord Blackwood in private. When Blackwood leads a coup to take over the Order, Coward emerges as his right-hand.
